“Ambition’ 1.4 Degrees of warming from pre-industrial levels.

We, at GEIClimate, part of the Green Economics Institute, an official Research organisation RINGO of the UNFCCs climate conferences, (Conference of the Parties) COP, after speaking to delegates of over 50 countries at the COP23, and many more at COP24 Katowice, think a 2 tonnes of carbon by 2022 personal carbon budget with no trading and no exceptions, seems to be the optimal solution, based on 2017 figures. 
As of March 22nd 2019 there are now 411 parts per million CO2 in the atmosphere -a large rise.(NASA data 22.03.209) This is higher than at any time in the last 400, 000 years and in keeping with the last 3 million years- well before modern humans existed- even from a selfish point of view this is extremely dangerous, let alone what is does to other species or the planets systems. The increase in temperature at the moment is + .08 degrees centigrade since 1880 levels.

At the current rate we have just 8 years left to keep global warming to 1.5 degrees
We have used 37.1 billion gigatons of carbon in 2018.
There are about 500 billion gigatons of carbon left if we keep to 1.5 degrees of warming. This means we have only about 20 years absolute max left before total catastrophe hits. And the usage figure went up from last year. There is no doubt that this is a total emergency- as once its gone -its gone forever.
‘As of the beginning of 2011, the carbon budget for a 66% chance of staying below 1.5C was 400bn tonnes. If you divide 37.1 tonnes by 400 billion then you can see we have less than 10 years left to keep in livable levels- under 1.5 degrees of warming. Emissions between 2011 and 2015 mean this has almost halved to 205bn tonnes.’

The Special Report of October 2018 presents new figures: The atmosphere can absorb, calculated from end-2017, no more than 420 gigatonnes (Gt) of CO2 if we are to stay below the 1.5°C threshold.
However, since around 42 Gt of CO2 is emitted globally every year—the equivalent of 1332 tonnes per second—this budget is expected to be used up in just over nine years. Health effects already apparent today
We are the ones who will suffer from this. In fact many people are already suffering health effects from increased malaria, dengue fever, heart attacks, asthma and a belt of meningitus carried on the new dry winds in Africa.
Per person allocations is the only fair way to do this- no trading- no bullying
Each person has been using an average of 4.9 tonnes per year but it actually increased in 2018 to 5.1 tonnes- a move in the wrong direction!. But this is very unequal, the spread is between 40 tonnes by some countries, 20 average by the USA, 10 by Europe and less than 2 tonnes by much of Africa and many countries. Therefore the world is divided into those who could use more and those who simply have to use less.

Based on 2018 figures, there was a spike in carbon usage and global average usage per person went up from 4.9 tonnes of carbon equivalent to 5.1 – but we hope that this will now ratchet down fast.

In order to operationalize the Paris Agreement successfully (and to avoid disappointment over non-delivery at COP23), the solution unofficially supported by over 50 nations at COP23 appears to be the following:
We calculate 2 tonnes of carbon per person per year by 2022, based on the following data.
– Today, NASA data shows is 0.99 degrees of warming.
– Paris COP21 would actually deliver 3.2 degrees of warming.
– The Paris COP21 ambition is 1.5 degrees.
– Actual INDC delivery COP21 is 3.2.
We calculate 2 tonnes of carbon per person per year by 2022, personal carbon budget, based on the following data.
NASA data shows is 0.99 degrees of warming.
– Paris COP21 would actually deliver 3.2 degrees of warming.
– The Paris COP21 ambition is 1.5 degrees.
– Actual INDC delivery COP21 is 3.2. Our proposal will deliver the Paris Ambition. But it needs speed and ambition. It is more democratic and its advantage is that developing nations need to adjust far less than more developed nations, for once giving them a huge structural advantage. All the climate scientists secretly agree and many of the governments do privately. Now we need to get the public to adopt it globally and governments to also have the confidence to adopt it- the most likely scenario is via the blocks in which they find themselves so that there is safety in numbers and no one nation has to go out on a limb and the free rider effect does not come into play.
